Six things that decide where you land in the range
Feedwater quality
The single biggest variable. Water under 500 ppm TDS needs a single-pass RO; Gurugram or Jodhpur borewells at 2,500 ppm need twin-pass with high-recovery staging, and iron or fluoride adds a whole pre-treatment stage. This alone can move a 60 BPM plant by ₹8–12 lakh.
Turnkey vs machinery-only
Machinery-only is roughly 55–70% of a turnkey figure. Turnkey adds civil drawings, utility design, installation, commissioning, BIS and FSSAI documentation and operator training.
Degree of automation
A semi-automatic 30 BPM line and a fully automatic one differ by 30–40%. The saving is real but it is paid back in manpower — 5–6 operators per shift versus 3–4.
SKU count and changeover
Running 200ml, 500ml, 1L and 2L needs quick-change star wheels, neck guides and more conveying. A single-SKU line is materially cheaper.
Utilities already on site
Air compressor, chiller, DG, transformer and a shed with three-phase power are often 15–25% of a project. An existing industrial shed changes the number a lot.
Blow moulding in-house or bought-in
Buying preforms and bottles avoids a blow moulding machine and a 40-bar compressor. In-house lowers cost per bottle but adds ₹25–45 lakh up front.
What the machinery quote does not include
These are the lines that turn a funded project into a stalled one. None of them is optional.
₹18–30 lakh for a 60 BPM line — preforms, caps, labels, film, plus a month of distributor credit. The most commonly missed line in a project report.
₹2–4 lakh. Mandatory for a BIS licence, and a frequent cause of delayed certification when left to the end.
BIS, FSSAI, pollution board, groundwater NOC, factory licence. Budget time as much as money — this is usually the critical path, not the machinery.
₹15–25% of project cost if you are building. Nil if you have a suitable industrial shed already.
For a 20L jar operation the returnable jar and crate float is a real, ongoing capital requirement.

A 60 BPM mineral water plant costs ₹35–55 lakh turnkey in India. It produces 3,600 bottles per hour, needs 3,000–4,000 sq.ft. of covered shed, draws 40–50 kW and runs on 6–8 operators per shift. The spread within that range is driven mainly by feedwater — a high-TDS borewell needing twin-pass RO sits at the top of it.
What is the profit margin on a mineral water plant?
A 60 BPM plant running at realistic utilisation typically returns ₹11–15 lakh a month in operating profit once distribution is established, with payback commonly landing at 13–18 months. Those figures assume 55–65% capacity utilisation in year one, not the 85–90% that optimistic project reports use.
Does the cost include BIS and FSSAI licensing?
In our turnkey contracts the documentation support is included at no extra cost — BIS IS 14543 file preparation, FSSAI licence support, QC laboratory specification and the SOP and record formats. The government fees themselves are paid by you directly and are modest relative to the project.
Why do quotes for the same capacity vary so much?
Usually scope. A machinery-only quotation is 55–70% of a turnkey one, and the difference is civil drawings, utilities, installation, commissioning, licensing documentation and training. When comparing quotes, check the treatment train against your own water report and confirm what is excluded — the cheap quote is often the one that leaves the water house under-specified.
